Carmel is governed by a Mayor, seven City Council members, a Clerk-Treasurer
and a Judge, all of who are elected.
The Mayor administers the city with the help
of a Board of Public Works and Safety, composed of three members:
the
Mayor and two of his/her appointments.
The City also has a Plan Commission and a
Board of Zoning Appeals, which are composed of appointed individuals.
The Plan Commission deals with land use, while the Board of Zoning Appeals
handles appeals for variances from the zoning ordinances. Both bodies
also take care of land use and variance appeals for Clay Township.
